彼は餃子が有名な都市に行きました。

⇒　He went to the city where is famous for Chinese dumplings. ×

関係代名詞を上手に使うのは難しいですね。

人は "who"、物は "which" と　場所は "where" という基本的な

ルールがありますが、その中に　"where" が使えない場合もあります。

　"where" は目的格の代名詞にしか使えません。

例えば、　

"He went to the city where Chinese dumplings are famous"

の場合、Chinese dumplings （餃子）が主語で、 "there" が「その場所では」

になるので、 "where" は正しいです。

元の文では　その都市「が」有名となっていますので、 be動詞の前の

関係代名詞が主語です。

この場合は、 "where" ではなく　"which" と言います。

⇒He went to the city which is famous for Chinese dumplings. ○

Utsunomiya is the city which is famous for Chinese dumplings.
