"be north of" の意味は、「～より北にある」です。

例えば、

Saitama Prefecture is north of Tokyo. （埼玉県は東京都の北である）

ならば合っています。

もちろん、札幌は'日本より北'ではなく、日本の中にあるので、

"in" （中）と"the north" （北部）が必要です。

要するに「札幌は日本の北部の中にあります。」と言います。

⇒ Sapporo is in the north of Japan.　　○
